NOTICE OF A PROPOSED ORDINANCE Laws of Minnesota 2017, Chapter 77, created a new law in Minnesota Statutes, Chapter 415, that would require certain types of notice for many proposed ordinances or proposed amendments to ordinances.  Only interim ordinances have been exempted from this notice requirement.  Read on to view the proposed ordinance that will be considered at the December 14, 2020, City Council meeting:

Ordinance No. 153, Fourth Series 

AN ORDINANCE AMENDING SECTION 4.04 OF THE CITY CODE EXTENDING THE LICENSES FOR RENTAL HOUSING LICENSING PROGRAM

 THE CITY COUNCIL OF THE CITY OF RED WING ORDAINS AS FOLLOWS: 

SECTION 1. Section 4. 04 of Chapter 4 of the City Code of the City of Red Wing is hereby amended by deleting the overstruck language and inserting the underlined language as shown below: 

SECTION. 4.04. RENTAL DWELLING LICENSING CODE. 

Subd. 1. Inspection and Licensing of Rental Dwellings. 

A. Rental dwellings license. No person may operate, let, or cause to be let, a rental Dwelling Unit without first having obtained an operating license or temporary permit to do so from the City as hereinafter provided. 


1. The owner of a rental Dwelling Unit must obtain a temporary permit if they have not received an operating license. There is no fee and no inspection is necessary for a temporary permit. A temporary permit issued prior to publication of Ordinance No. 107, Fourth Series, which expired in 2015 or is set to expire in 2016 or thereafter, will continue to be valid until said permit expires as stated on the permit or December 31, 202021, whichever is later. A temporary permit issued after publication of Ordinance No. 107, Fourth Series, will expire on December 31, 202021


2. An operating license issued prior to publication of Ordinance No. 107, Fourth Series, which expired in 2015 or is set to expire in 2016 or thereafter, will continue to be valid until said license expires as stated on the license or December 31, 202021, whichever is later. 

SECTION 2. Effective Date. This ordinance shall be in full force and effect 14 days after its adoption and publication in accordance with the City Charter.
