Graffiti Policy on the Bluff
Council members voted unanimously on September 10, 2018, to prohibit paint or graffiti on the western rock face of He Mni Can [Heh-Meh-NEE-Cha]-Barn Bluff. The City already had a graffiti policy that covered all public and private property but had not enforced that policy on this bluff for 60 years. In 2018, that stance changed, and the City strengthened our commitment to protecting this sacred space. This opened up conversation to reinvigorate a partnership between the City of Red Wing and Prairie Island Indian Community.
