Q: I have noticed that some residents leave their garbage can by the curb all week long, is there law against this?

A: Great question--we all desire to keep our neighborhood attractive and orderly and garbage carts blown over by the wind or left at the edge of the road on a continual basis may become unsightly. City of Red Wing Code, Chapter 10, Public Protection, Crimes and Offenses covers solid waste collection and garbage cart placement.

Section 10.01, Storage, Separation, Deposit, Collection, and Disposal of Solid Waste for Residential and Multiple Dwellings and Industrial and Commercial Service specifically covers garbage cart placement and retrieval. Under Subdivision 4, garbage carts must be placed in their proper collection location by 6:30 AM on your assigned collection day and removed from the collection location within 24 hours of collection. Garbage cart shall not be placed within four feet of any obstacle, such as a utility pole, recycling carts, signs, trees, snow banks, etc. Violation of this code is a misdemeanor offense.

Residents who are physically unable to take the automated carts to the designated collection areas should contact the Director of Public Works or authorized representative to apply for special service. Please feel free to direct any other waste campus questions to 651-385-3658.
